Where the difference comes from

Discovery of people, not passages

Roundtable indexes open-access literature to answer a question Lune never asks: which lab, which technology, which person. Its unit is the researcher and the institution, and for finding a partner that is the right unit.

Lune's unit is the sentence. Neither can substitute for the other, and using both costs nothing extra since Roundtable is free.

Open access is a real corpus decision

Restricting to open access is a defensible line: everything indexed can be read by anyone who finds it. It also excludes plenty of the work that matters in fields where the proceedings are not open.
