UHD-processer: Unified UHD Image Restoration with Progressive Frequency Learning and Degradation-aware Prompts

Sec. 1 outlines the motivation for using VAE and provides details of the VAE framework. Sec. 2 elaborates on the details of the frequency-progressive learning strategy.
